You're not running anything else are you? Like P2P software?
Unless you've got a Zombie PC that hackers have taken over and are currently spamming the world with "Feed my XXX Dinosaur socks" offers?
Oh and umm...Prob not best to start a thread like this. People prefer a ThreadJack. Just a tip :)

But it's been doing this for the past month on and off no matter what I'm running, though this is the worst it's ever been. And it affects all of the computers on my network.

to see what the hell is going through it. Check outgoing and downloading.
If emule is running and sharing/downloading, it may eat your bandwidth a hell of a lot.
Edit : If you have no firewall/virus checker/correct patches, chances are you've been Zombied.

Since I mainly use this computer, and it's very clean. I run a virus scanner and spyware remover every day. But what I'm getting at, is that one of my other computers might be a zombie pc or have some sort of virus. Well I'm off to check that and if nothing turns up I'll see you all tomorrow, can't stand this slowness anymore.
