the smaller wheel is actually rotating most of the way through some multiple of a quarter turn (i.e
almost 1/4th of the way, almost 1/2 way, almost 3/4 of the way, almost one full revolution, etc) per frame.
This gives the illusion that the wheel is turning backwards, similar to car advertisements.
