The image is supposed to portray
that for once Britain is NOT the underdog and the EU gives us some money instead of taking our money. Portrayed in the guise of French president Chirac actually offering us money instead of the big fuss he made when we said actually we would like to keep the £300 million pounds we're entitled to and forced us to let the EU keep it. i.e. He is an exceptionally tight git and enjoys making Britain suffer.

Except that this compo is about the underdog winning, so here we are getting money out of the fat french git.
