Yes, if you use Flash... overlay your whole movie
with a lined layer..

create it in Photoshop using non-antialised gif pic, saved with transparency.

basically yes..

if you know layers, then create one at the 'top' that is a mask of lines.

What you will do is make 'half' of the gif 'not move'

Create a extra layer on top with 1 line black, 1 line pic.. and so..

it will half the resolution of the output.

Google for "scan lines"
there are lots of tutorials. Basically it usually involves making a custom fill and making it the top layer of the animation.
