How odd. You should get "Layers" in most versions.

i found the layers dialog but layers/channels etc al seperate dialogs in mine...

And there's your opacity
Paste new item and there should be two
items on the list. Select the topmost
and the slider will adjust the amount.

you have been well helpful.. it is more my lack of skillz i doubt it is the video card as everything else seems ok.. could it be because one was a gif and the other a jpg? i have just thought of this and checked !! durr!!
