unless that person is at the exact central rotational axis of the whole universe shirley?
If you're on the very edge of a giant, spinning plate, the plate isn't revolving around you, it is revolving around it's central pivot.
Or am I missing something. Sorry, I'm half drunk and working on something else so not thinking straight.
