My dads work asked the company about it and they said that they didn't have to pay a license since they were only using their TV to play Video's and DVD's for lecturing.
They'd just get fucked sideways if they tuned in to any of the channels besides the video one

If they're not receiving TV then they don't have to pay
If you're receiving TV (any TV) then you have to pay. Technically, you have to pay if the TV *can* receive TV whether you do or not so they could get fucked sideways no matter what.
