You know the little groups that find something to stand next to or hide behind
While they read their maps and try to figure out what the hell's going on? They sort of break off from the main stream of traffic going this way or that.

Eddie as in little eddies you get in streams and rivers.
I think the collective term for tourists is a "coach".
