He's very intelligent, and has done a lot of good work. However, he's uncomfortable in front of a camera and unable to present his case as eloquently as he can. He's been a magazine editor, Tory front-bencher, author of several books, and writer of newspaper articles.

People who jump to the conclusion that he's an idiot generally are idiots themselves. That said, he's still a smug Eton tory.
