go to
save for web with an image. Next the the preset dropdown box ( where you choose jpg and such ) is a little arrow. Click that for your output settings.
In those settings roll the second dropdown box to 'saving files' then go down to file compatibility and then uncheck 'max OS9'.

I think that removes the 31 character restriction. Although I'm not sure XP likes more than 32 characters anyway.
