That is what I read it as.
I think that I was far from quick to judge, I say clearly that I hope I am wrong, but it appears to suggest that if the president was an Asian then this would mean it was a third world nation?

I took it to mean
that when the US goes through the recession the Chinese will take power. Y'know, due to their being the superpower in waiting etc. I don't think it was racist, more stereotyped but with a good reason to portray in a quick way the chinese-ness of her.

I'm giving the benefit of the doubt here.
