Seeing as there's the remnants of other smashed glass
at the bottom of the sculpture, I'd guess it's some sort of local tradition for weddings.
You've got to be very careful trying to break Champagne bottles, though. They're very tough because they're made of thick glass to take the pressure from within of the bubbles. I saw a bloke try and break one on a canal boat once to "launch" it.
He dented the boat.
