And if this had been an indpendent UK decision I suspect Dave would have found it harder to bury and would have had to answer to parliament.

If this had been the sole responsibility of the UK gov then the minister in charge would have been called to parliament to explain their actions.

With all things considered it might have been in the UK's interest to not have tarrifs but outside the eu we wouldn't to fuck it up for everyone in order to do so.

You don't have to explain inaction but you have to explain why you want block action supported by the other member states though.
