As they designed it after reverse-engineering a defected Mig 25.

Erm, time to put the nerd hat on.
They designed to the perceived threat of the MIG 25.
When one did land in Japan, they found out that it was not at all what they expected.
Viktor Belenko defected in 1976, the same year that the F15 was introduced.
The F15 is the result of a moment of sanity after the overhyped and under-delivering F111.
There will be a "F17" when there will be a moment of sanity after the overhyped and under-delivering F35.
