Both ST:V and OITNB
have an self contained episode-of-the-week storyline structure where a story will be started and ended that episode (rarely it will be a 2 or 3 parter).
Soaps typically only have longer story arcs and do not aim to complete a whole story within a single episode.

Yes, well, if you will get down to systematic structural narrative analysis you will win this argument.
One of my bugbears with soap operas is the near total lack of catharsis because the story simply never ends.
