But pickspicks wasn't saying that the people in the video are poor - he/she was saying that the country they are in is poor. Mobile phone networks are getting pretty ubiquitous and aren't we being asked to send our old mobile phones to third world countries by some charity or other?

You're right about one thing though. Some people have a pretty skewed idea of what poverty is.
