That is not disimilar to the thousands of 'ufo' youtube films of chinese lanterns
and I'm wondering if it's the exact same thing except with them new light-up and flash 'illoom' balloons you can get now.
People release these things at special occasions en-masse and if the winds right they stay grouped together as they rise and make shapes.

Chinese lanterns and balloons sort of float gently skywrd. not sit stationary in the sky, float to the ground, then shoot up vertically from nought to hundreds of miles an hour. This is either a cgi fake, or aliens. There's no other explanation. Unless it's some weird military craft test.
