Maybe I've got shit fingers, or had a shit cheap bass, but i could never get my fingers hard enough on the strings when I was learning. I gave up.

soak your finger tips in urine. Other than that, just play, a lot. Even then a full on gig will end with blood spattered all over your bass and blisters that have grown, torn off, re-blistered, torn off.. etc. Oh and old strings will be much worse than shiny smooth new ones.

It's not so much about strength, it's good positioning and a light touch (Ooer, missus!)
When I started I got channels in my fingers from pressing the strings so hard, now I use a lot less pressure and get a much better sound. Still got a long way to go though.
