I've got a friend who has eyes that go all weird like that when they're pissed, it's amazing, it looks like they're staring right at you yet they're actually looking at the walls to the left and right of themselves, both at the same time.

Good tip if someone is shouting at you
Look at the bridge of their nose, it looks you're making eye contact but at the same time it makes things less intimidating for both of you.

There's a cashier in my local Sainsburys who's so cross-eyed it's really hard to know what she's looking at
I always stare at the bridge of her nose and hope for the best.
