The very nice girl I met from Kazakhstan a few years back disagreed.
The fact that they had to film the scenes from Borat set in Kazakhstan in Romania is also a bit of a clue.

I'm sure it was terrible blow for the filmmakers that they couldn't get authentic Kazakh locations
and were forced to film in a cheap european location instead of a bureaucratic authoritarian shithole in the middle of nowhere
