Perhaps they were stationary listening to loud music causing disruption to everyone around them, so he pulled up next to them and asked them to turn it down. Perhaps they gave him a load of aggressive, unreasonable bollocks back to him, so he wasted the guy. Just speculation, I wasn't there.

It's a crazy law. It gives people who carry guns the right to inflame a situation and then, when things get heated, pull a gun and execute someone.
What's next? A mentally-ill homeless dude spits on the pavement and someone calls him on it. Homeless guy get's defensive, angry, and the you pull a gun and kill him? Is that what you want - 'cos that's what'll happen...

Looks to me like he was trying to play the big man but quickly escalated the situation to something he couldn't handle.
Without the gun on him and a law that basically says "He was coming right for me", would this situation even have occurred?
