debatable, yes
but it certainly looks like it. It's actually staying still while the guy cuts it free. Mind you my dog did the same thing when she got a fishing hook in her paw last summer, she lay down in front of me and held her paw up so I could take it out.

But you could argue that, usually, if you inflict pain on an animal
even it it's already injured, it will either attack you or at least attempt to do a runner. The dolphin went up for air and then came back, even though whatever it thought they were doing may have hurt.
