From a legal point of view the judge is right in what he's doing
He's laying down conditions that will prevent the man from committing further crimes.
But this is the deeply unpleasant result of the state's increasing use of the law to pursue its own moral judgements. Since when did it become the busines of the state whether or not someone uses a condom? The judge says the man has a job so he isn't reliant on the state for money, its fuck all to do with them.

I somewhat share your general sentiment.
However, this bloke is in court for failing/refusing to pay maintenance for the hoard of spawn he already has created. I'm with the judge on this particular case.
