this allows it embassies and UN protection, trade and movement of people. However, the Vatican is also the Holy See, which have none of these things. Which is which depends on circumstances.

i heard italian gov is changing laws, prolly due to eu bail out stuff but may well be wrong
*edit* jesus, that was incoherent. i meant transparency in tax affairs, etc., they've got money and property dotted about globally unaccounted for. prolly saving up for all the incoming lawsuits or some new choirboys or summat.
