I see these guys out doing this all the time for pizza and oil changes.
It never makes me want to go in, just honk at them.
The good thing is that it gets really cold where I live so I only have to endure them about 4 months of the year.

my only experience of these guys was in DC i think.
It was actually kind of fascinating - both their technique and the fact that they thought it was effective advertising.

The oil change guys just get out there and wave.
I suppose thought "I'm not having these goons sit around on down time and text their girlfriends, they're at least going to look like they're doing something."
Or it is done to publicly humiliate problem employees.
