It was on BBC in the 60's. BBC news did a segment on how good the spaghetti harvest would be that year. followed by clips of Italians picking spaghetti off tree branches.

1957, Swiss harvest and on BBC's Panorama..... apart from that you're spot on ;)
The "Spaghetti weevils" had reportedly been wiped out by a cold winter, and the harvest was reported to be particularly excellent.
