Humans start off as being unpleasant, selfish and aggressively greedy.
Good education and parenting trains us out of it. If you don't get one or both of these things, you'll remain unpleasant, selfish and greedy.

Poverty increases the likelihood of missing out on one of these things. So has it always been, so shall it always be. Race is irrelevant.
