I'd suggest starting with a campaign of gay dating ads in local newspapers
does he have a business? come up with some way to hit him there.

Buy a pay as you go mobile
Register it in his name at his address and then make short nuisance phone calls at ungodly hours. Be very careful as to the traceability of your revenge as it could end up costing you more.
