I think it would be less obscene outside of a recession as presumably in that situation there would be less people in dire need of assistance. The only methods of paying for this I considered were from church funds or public subscription. However chances are that funding would become available from EU sources.

I too believe in supporting heritage but to me that means maintaining what is there, not adding bits to old stuff. Build something new and inspirational.
