"Well, I was walking along, and I saw this sewing machine on the ground! I ran over to pick it up, but as I did so, an armoured van saw it, and we started to race for it. The van overshot a bit, and went into the water, so I got the sewing machine and made myself this lovely suit to celebrate."

That looks like a UPS van that's been in an accident. The police are there to sort everything out and the gentleman in the front of the picture was on his way to his girlfriend's birthday party carrying her present which is the sewing machine. He spotted the accident and went to see if anyone had ripped their clothing in the crash as he would be able to mend it with the sewing machine.
