To be honest, it's normally just a case of playing with the settings until you get a sufficiently file size.
You'll use some of the quality, but with a decent GIF like your one above it'll still make people laugh :)

he means don't delete the post - just edit it and stick in the link to your new optimised image...

If you want to optimise it, reopen whatever you made it in and have a play with the save settings.
Fewer frames, smaller size, fewer colours etc... Then hit edit on the original post up there ^ and swap it in. Or don't. Whatever. Just don't delete the thread. People don't like that.

It doesn't seem that much but keep the big version of your anims, and put a link to them underneath so people can load the full quality version if they like.
