Yes, there're elements of Trump's inner circle who're well aware of fascist slogans, and appear to have had him repeating them. "America First" is a good example, but there're others.

On the other hand, "I don't care" seems to me to be so innocuous as a phrase that, though it may have been used by Mussolini, it doesn't follow that there's any lineage here. Lots of other people have used it.

That's not to say that it's any less bone-headed in this context. But I'm not sure it's fascistic.
