I looked up those grave liners, they're not for "four bodies", the coffin goes in the liner, it's to stop the ground collapsing after the wooden coffin rots away. You can buy them online, the plastic ones are actually the expensive ones, a strange choice if they are for use in mass graves.
Nevertheless the Government does have secrets. They always do. And the US Government has form for doing ethically dubious things.

It's unnecessarily dramatic and fear-mongering,
but then again so is FOX News.
Sometimes paranoia is right. Personally I think it's as dangerous trust the Government too much, as too little. We need people to ask these kinds of questions. Just preferably not mentalists.
