I don't want to be a downer on all this, but how old is this file & how much of it has actually been built?

Everything after 2007 either uses future tense or is ambiguous.
"The final solar panel will help produce enough total electricity on the station to power 200 homes"

It also talks of the shuttles "when the fleet is retired in 2010...", I'm pretty sure that at least one flew this year...

It would be elitism if they were taking away a place from a poorer student but that doesn't seem to be the case here.

They also said the highest rate of top-up fees would only apply in "exceptional circumstances," and now every fucker is charging £9000.

It would not surprise me in the least if these "extra places" became the norm in the most prestigious universities.

Extra tuition, better equipment etc.

Whilst money can replace natural tallent it can help grow the talent that's there.
If you've not got the money you just need to try harder to get ahead.
Might not seem fair but without some very draconian rules the rich will always get a head start.

There are plenty of ways to get ahead; cash and heritage are often thought of as the be all and end all.

Curiosity, hard work, determination, interest, passion, flexibility, drive, humour, charisma and luck are far more important.

Stress levels do play a significant role, too, though, both personal and family. But cash is not a cure for stress.

You have often got to make your own luck – ever noticed how the most driven people seem to be the luckiest?

I got the impression it was to encourage sponsorship from industry. At the moment the unversities have a minimum percentage of UK students on courses and then try to stuff every other place above the minimum with higher-rate paying foreign students. If industry sponsored the higher rate places, then the universities could afford to take on more UK based students. There is a big difference in the reporting across the Guardian - Telegraph spectrum. The truth is probably somewhere in the middle.

In an "explosion" the size of the big bang, a lot of matter would have been squeezed out, fallen back in, squeezed out again etc, creating a slower moving "soup", some of which would have coalesced in to "normal" matter, some in to black holes. Therefore some black holes must have been created at the start of the universe (if the big bang theory is to be followed). But this isn't news, either - people have long suspected black holes to form the centres of galaxies, as something pretty massive is required to produce the gravity required to hold a galaxy together. And there are a lot of galaxies.

But, if a black hole can "explode", or rather if its rate of "creation" or "ejection" of matter/energy is proportional to its mass and eventually become equal to the amount of energy/matter consumed, then why wouldn't a black hole reach "critical mass" before it had swallowed the whole universe?

This is just the "multiple mini bang" theory over again.

I agree that black holes could have been created at the start of the universe, I think what the paper is arguing is that even if the universe is cycling through big bang/big crunch that some black holes from a previous cycle could somehow survive through a big bang and therefore be older than the rest of the universe.
