you could, but there is a 400k limit on gif sizes

can you upload from anything on to vine nw then i thought it was only from phones.
Quick tip for the gif - you've probably got an option to de-interlace somewhere, that will get rid of those lines.

cheers, yes you can upload anything to vine, you can find out how online, or I can tell you the process. re: deinterlace, yes been having probs with that - how do I deinterlace in premiere pro? got the fields set to 'no fields progessive scan' - can't find deinterlace

and in field options select always deinterlace

in export summary box it says
output: 10 fps, lower, quality 100
source: 30fps, progressive, 00:00:03:00
so is there an over-arching export setting i need to change?
