I'm not sure that's so wrong.Canada, Italy, Vatican City and many other countries have a close age consent system, so that under 16s (under 18s in Canada) can only have sex where the consent is explicit and it is very easy to prosecute for having sex with under 16s. In VC there are situations where the other partner needs to be close in age (within 3 years iirc) and in Canada, from 14-18 the partners need to be within 2 years of each other.
The fact that we drop our girls straight in at 'anyone can fuck you' from 'nobody can fuck you' at 16 and have such a high pregnancy rate suggests there way may be better.
Close age laws teaches people what is going on and satisfies curiosity whilst avoiding abuse from much older predatory males.
