i dont believe it's going to cost £250 million.The AV voting form is going to be practically the same as the FPTP one we've got now. It might take a bit longer to count the votes i suppose but £250 million seems like a hugely inflated figure.

The £250m figure includes the massive cost of machines to count votes with.Just like the ones they don't use in Australia.
