Apparently, the name isn't directly associated with food. There were a bunch of 18th century dandy-types known for their rather flamboyant dress sense who were referred to as "macaronis" (although it is said that they had a liking for macaroni as well). The connection is supposed to be the bright yellow crest feathers sported by the penguins.
