^ThisI pretty much work on dial up though it's called broadband. Reason as I live in a fairly rural area and I have no guaranteed speed or service and have to share with a whole block of people. Most evenings it chugs.
Keeping file sizes down is just good etiquette anywhere as it's easy and saves storage space and download speeds. If the post is funny or well done then a bit of optimization will not harm it.
