I remember that song being banned by the beeb when it first came out, and C4 having the band play it live on The Tube at 12.30 to make sure they got past the watershed rules... and I remember listening to it as an 11 year old, and thinking it was really dull and wondering why was it banned.
and nowadays it's used in commercials!

I never knew of any special meaning, other than the song. And I believe the "correct" (ahem) wording was "Frankie SAY Relax". I.e., write it grammatically incorrectly w/o the "S".
It's grammatically correct because Frankie are a collective not just one person
