Okay, I fixed the flashlight. I totally forgot about yellow!

He needs his Oan power battery, and must charge his ring every day, chanting:

No evil shall escape my sight!

Beware my power - Green Lantern's light!"

That's because this is pre-Parrelax Hal Jordan. He has yet to destroy the Green Lantern Corps and the central power battery on Oa and become himself a living power battery.
