They need to make less than a certain percentage of silent calls. There's no way for you to tell if they're hitting it or not, even if all their calls to you are silent. Generally if you answer the phone too fast it's more likely to result in a silent call.
They can phone you all they like if you're on the TPS. They just need your permission, which they probably have. If you've ever failed to check a box on a form then you've probably agreed to your details being shared (sold).

it is no longer permitted to make silent calls in the uk
if they don't have an agent available they are supposed to play a recorded message identifying the caller
i haven't ticked the pimp my number box for years, but i know what you mean, the tps isn't perfect
what pisses me off if that in spite of multiple complaints they keep on doing it

Get yourself caller ID phone or a box
£15 should do it. Stop answering anything that begins with 08, anything withheld, anything unavailable. They soon stop

TPS isn't perfect as there's a few gaps in the legislation that are exploited... this is when you get calls and they are 'conducting a survey'. But I'm sure that if you ask a company to stop calling they are required to stop although they might also be 'allowed' (aka loophole) to call if you are or have been a customer.

3mobile, 3bloody-anything. They just never. Fucking. Stop. For a while I was getting a call from them every bloody day.
The Bathroom Warehouse (or something like that) kept on phoning me every few days/week for about six months until I finally got through to their head office and threatened legal action. They said that they were having 'ongoing software problems', I said that I didn't give a damn and that wasn't my problem because they were breaking the law, I'd still make sure they ended up in court. They stopped calling me after that.
