edit: Does PWM’s 4-pin fan plug be able to use in 3-pin fan socket o­n mother board?
4-pin fan plug is downward compatible to 3-pin fan socket o­n mother board. The stopper o­n the plug actually guides you to insert. Please see the following pictures.

its a bit odd as its got the locating lugs for 3pin
"New: The PWM chip in the motor allows an exact fan speed control via BIOS. (4 wire)" it says...
does that mean I don't have to use the 4th? I'm so confuzzled :(

The fourth pin is for speed control. If your fan doesn't have speed control it will only have three pins.
Stick it on - it'll only fit one way.

EDIT: Ah, just re-read, yours is the other way round - I say go for it, it should be fine.
