It's a mixture of naivete about crime and who commits it ( Koreans and Chinese , according to them) and fascism ( regular beatings for prisoners, no jury system, no rights for prisoners) which has left them in the position of not being able to do anything.
Then again in the 2 years that I lived there I never once locked my front door so they must be doing something right...
