Yes.
They are the only government department that are obliged, BY LAW, to spent the entirety of their budget and if they do not they have to make a statement to the House explaining why. You know how councils suddenly become highly concerned about fixing kerbs and paving stones in the run up to April even when they don't need fixing... Their budget is fixed, again BY LAW, at 0.7% of GDP.
