I don't see any of it happening.
Unless other countries agree, I assume all he can get is the idea mooted? (Happy to be told otherwise - genuinely don't know how such things work.)

In an a perfect world power would be fairly distributed and consensus would be needed.
In reality because Germany makes the greatest financial contribute and has the largest population as a nation the hold a lot of power. You'll see it was Merkel that did all the negotiations with Greece in 2015 debt crisis and arranged the dirty deal with Turkey on sending back migrants.
Add to the mix a highly europhile Macron and what they want will pretty much happen.
And if it doesn't happen now it will do at some point as that is the end goal for the eu.
