I think Police think they should be unaccountable for their actions globally
it isn't an exclusively American mentality.
The problem is, he did something stupid, got cuffed, and to a greater or lesser extent, that seems fair. What is wrong with that being on film? If the guy damaged the car (denting the roof a little can write-off a car) then what better evidence?
The problem is, they might be pissed off at you doing that, and beat you up, accidentally bang your head off the car and so on - that should be filmed. It keeps the police honest.
