First rule of film making
Use other people's money! You've got to admire their balls [snigger]. Good luck to them with their project. On one hand I tend to agree with the notion that it should be made on a shoestring, as that way the talent of the film makers will shine through, but a large part of film making is financing it, so bravo to them for trying this method out. In short: I don't really know.
