I'm not really a connoisseur of Japanese animation... but I remember watching this years ago and finding it thoroughly awesome. The opening in particular.
Better than that Pokemon or whatever.

Can't be bothered to trawl through the film to find it...
...but the best scene in it is when Guile gets told over the phone that Chun Li is in trouble and just stands, staring in to space for about half a minute.

In order to save most people the bother of finding it,
Chun Li's shower scene is at about the 45:00 mark. The rest is a bit pants really.
But yes, infinitely better than "Children enslave animals and force them to fight each other"...
