Not quite
Men have actual breast tissue, hence male breast cancer. The penis and clitoris are homologous, but regarded as separate organs, as they have different form and function (ie, wimmins do not piss out of theirs). The same blob of embryonic tissue can become either a knob or a clit, which isn't to say one it a vesitigal version of the other.

Objections noted but my point remains. Both situations deal with homologous organs which are developed further or not by hormones. It's not really a stretch to call the undeveloped form vestigial... In this case a clit and a male mammary gland...
